The 13th Policy Plenary Meeting was held on March 23rd 2006 on the theme of "NAKASONE Yasuhiro, Chairman of CEAC, Gives his Views on the Concept of an East Asian Community." Chairman NAKASONE stated that "before building an East Asian Community, it is necessary to create an organization for East Asian economic cooperation that includes Australia, New Zealand, India, the United States and Russia in addition to the ASEAN+3 countries."

    There were 22 participants at the meeting including Mr. YABUNAKA Mitoji, Deputy Minister for Foreign Affairs of Japan and Mr. WATANABE Hiroshi, Vice-Minister of Finance for International Affairs of Japan.
